Precisament la<strong> situaci&oacute; d&rsquo;escassedat d&rsquo;habitatge fa que el canvi d&rsquo;&uacute;s resulti una soluci&oacute; interessant <\/strong>per donar resposta a una doble problem&agrave;tica als mercats de locals i d&rsquo;habitatge a municipis com Barcelona. Abans de res <strong>cal verificar pr&egrave;viament que la qualificaci&oacute; urban&iacute;stica i el planejament no impedeixin realitzar el canvi d&rsquo;&uacute;s<\/strong>, d&rsquo;acord amb el que estableix el Departament d&rsquo;Urbanisme de l&rsquo;Ajuntament de Barcelona.&nbsp;<\/p>\n<p>La tramitaci&oacute; es basa en obtenir una llic&egrave;ncia d&#039;obres majors mitjan&ccedil;ant un <strong>projecte que ha de ser redactat per un Arquitecte.<\/strong> Independentment que, a nivell urban&iacute;stic, el canvi d&#039;&uacute;s a qualsevol finca sigui possible, s&#039;ha de tenir en compte l&rsquo;Art 180.2. de les <strong>Ordenances Metropolitanes d&rsquo;Edificaci&oacute;<\/strong> (OME), on es relaciona la superf&iacute;cie constru&iuml;da &lsquo;potencial&rsquo; de la finca i es determina el n&uacute;mero d&rsquo;habitatges possibles que pot contenir l&rsquo;edifici en q&uuml;esti&oacute;. Per tant, la <strong>densitat d&#039;habitatges &lsquo;admissible&rsquo;<\/strong>, -tret d&#039;altres consideracions del plantejament- ser&agrave; la superf&iacute;cie constru&iuml;da potencial dividida entre 80 m<sup>2<\/sup>. En cas que tots els condicionants es compleixen i s&#039;hagi pogut realitzar finalment el projecte i s&rsquo;hagi obtingut el certificat final d&#039;obra, <strong>es podr&agrave; sol&middot;licitar la c&egrave;dula d&#039;habitabilitat per a primera ocupaci&oacute; i realitzar la inscripci&oacute; al cadastre i al registre.<\/strong><\/p>\n<p>Cal tenir en compte, a efectes de viabilitat de l&#039;operaci&oacute;, que un canvi d&#039;&uacute;s <strong>comporta un temps d&#039;espera<\/strong> en el proc&eacute;s d&rsquo;obtenci&oacute; de llic&egrave;ncies que supera de llarg l&#039;establert per qualsevol altre tipus de llic&egrave;ncia, cosa que <strong>pot suposar un fre a l&rsquo;hora d&rsquo;incentivar els propietaris a fer un canvi d&rsquo;&uacute;s.<\/strong> Per altra banda i <strong>com a aspecte positiu,<\/strong> el c&agrave;lcul de volums de l&rsquo;actual normativa a l&rsquo;hora d&rsquo;autoritzar un canvi d&rsquo;&uacute;s, <strong>vetlla per l&rsquo;equilibri urban&iacute;stic en lloc de densificar m&eacute;s i prioritzar l&rsquo;activitat comercial sense coher&egrave;ncia<\/strong>.&nbsp;&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>El canvi d&rsquo;&uacute;s de local a habitatge &eacute;s una opci&oacute; per la qual opten molts propietaris amb l&rsquo;objectiu de rendibilitzar un immoble a peu de carrer sense activitat comercial.
